What We Do

Texas Engineering Services is an engineering consulting firm focused on Energy and Utility Management. We help our business clients minimize energy and utility costs through our three main lines of business: Predominant Use Studies, Utility Bill Auditing, and Energy Efficiency Projects.

  1. Predominant Use Studies are used by businesses to obtain sales-tax exemptions on purchases of electricity and natural gas to save up to 8.25%.

  2. Up to 80% of commercial utility bills have errors, resulting in companies overpaying for electricity, natural gas, water, and waste services. We have partnered with Lumen Utility Consult, an experienced firm that has saved clients hundreds of thousands of dollars, to provide Utility Bill Auditing for our clients.

  3. With both a Licensed Professional Engineer and a Certified Energy Manager on staff, we can help business propose and execute energy efficiency projects.

Who We Are

John R. Turner, BSME, MSIE, P.E.

Founder and Chief Engineer

John has over 35 years of industry experience from line engineer to Vice President of Engineering with several distinguished organizations including the Federal Aviation Administration (FAA), Department of Defense (DoD), National Aeronautics and Space Administration (NASA), American Airlines, Jacobs Engineering, StandardAero, and Zodiac Aerospace. He holds a Bachelor of Science in Mechanical Engineering from Texas A&M University and a Master of Science in Industrial and Systems Engineering from New Mexico State University.

  • Licensed Professional Engineer #67394 by the Texas Board of Professional Engineers.

  • Extensive experience performing Predominant Use Studies.

  • Licensed Professional Real Estate Inspector #22134 by the Texas Real Estate Commission.

Thomas Rhea, ASME

Field Engineer

Tom has over 35 years of industry experience and is an expert in plastics and composite materials. Tom is a journeyman designer with significant experience in the aerospace, heavy industrial, and medical device industries. He holds Associate of Science degrees in Mechanical Engineering, Plastics Processing Technologies, and Plastics and Polymer Engineering Technology from Texas State Technical College.

  • Experienced conducting site surveys for Predominant Use Studies.

  • Over 25 years of design engineering experience working in CAD, including AutoCAD, CATIA, Pro-Engineer, Inventor, and SolidWorks.

  • Skilled in Statistical Process Control, Lean Manufacturing, Total Quality Management, Plastic Mold Design, and Injection Machine Operation.

Eric Malmstrom, BSPE, MBA, CEM

Energy Study Consultant

Eric has an extensive background in Project Management, Continuous Improvement, and Business analysis with Fidelity Investments and holds both a Master of Business Administration (MBA) and a Bachelor of Science in Petroleum Engineering from Texas A&M University. He is a Certified Energy Manager (CEM) and has performed numerous site surveys and energy audits for Predominant Use Studies.

  • Extensive Program Management experience.

  • Led numerous process improvement and process re-engineering projects.
